Lani Eko & Company performed nation-wide audits of 15 Rural Health Care facilities and 20 state and local school districts from the Schools and Library programs that are beneficiaries of the Universal Service Fund and the Universal Service Support Mechanisms. The objectives of the audits were: (a) to provide an opinion as to whether the RHC and S & L are in compliance with FCC’s rules and regulations governing the USF program, set forth in 47 CFR Part 54, relevant FCC orders, and USAC implementing procedures, (b) detect waste, fraud, and abuse by RHC and S & L, (c) identify areas for improvement in the administration of the Universal Service Support Mechanism, and (d) identify improper payments made from the Universal Service Fund. The audits were conducted in accordance with auditing standards generally accepted in the United States and the standards applicable to audits contained in Government Auditing Standards, issued by the Comptroller General of the United States.
